Data Governance Act

Know the rule before it knows you.

Rules for data intermediaries, data altruism and re-use of protected public-sector data.

Data Governance Act, Regulation (EU) 2022/868

What it is

The DGA creates a framework for trusted data sharing: a notification regime for data intermediation services, a registration regime for data altruism organisations, and conditions for re-using protected data held by public bodies.

This applies to you if

  • You operate a data marketplace, data pooling service or personal data space that connects data holders and users
  • You collect data for public-interest purposes on a voluntary basis
  • You want to re-use protected public-sector data

What it asks of you

  1. Notify the authority before providing data intermediation services; keep intermediation structurally separate from other services
  2. Neutrality: no use of the data for your own purposes; fair and transparent terms
  3. Registered data altruism organisations: transparency and safeguards

What it costs to ignore
